Understand how a proposed development will affect the surrounding road network. We evaluate traffic capacity, forecast trips, model intersections, and review on-site circulation to inform practical design decisions.
From an existing intersection to a new development, we plan and design traffic signals, roadway improvements, traffic calming measures, and coordinated signal systems. Our work connects engineering analysis with the agency approvals needed to move a project forward.
Make the most of a site while addressing how it will function. We prepare site plans and support land-use and zoning variance applications, considering vehicle access, emergency access, pedestrian movement, and presentations to planning and zoning boards.
Plan parking around actual needs. We assess parking demand, shared-use opportunities, zoning requirements, and vehicle and pedestrian circulation for new developments and expansions.
Bring engineering perspective to the circumstances of a collision. We review roadway design, site conditions, and police reports to analyze crashes involving cars, trucks, motorcycles, and pedestrians.

Three generations of engineering expertise, with deep roots in New Jersey and a hands-on approach to every project.
Simoff Engineering Associates works with developers, property owners, municipalities, and public agencies. The firm has been retained by more than 20 municipalities and counties for consulting services. Our work brings together traffic engineering, site planning, and transportation design, with an understanding of the regulations and coordination that shape a project.

Abe Simoff founded the firm in the 1950s and established its roots in traffic and parking consulting. His career included leading the traffic departments of East Orange and Montclair and providing expert testimony in New Jersey Superior Court. He retired in 2007, leaving a family practice carried forward by his son Hal and grandson Ben.
Hal Simoff has built his career at his family’s firm, helping clients navigate the engineering and planning questions behind development. Under his leadership, Simoff Engineering Associates expanded its traffic engineering practice to include site planning, roadway improvements, and traffic signal design.
His experience spans developers, small businesses, major corporations, and government agencies. He combines an understanding of the permitting process with practical design recommendations, bringing personal attention to projects of different sizes and complexity.
Hal has provided expert testimony on behalf of government agencies and developers in courts in New Jersey and New York. He has also testified before the New Jersey Legislature in Trenton, bringing an engineering perspective to legislative discussions. His work draws on the connection between technical analysis, land-use requirements, and the way a site functions for the people who use it.
A graduate of the New Jersey Institute of Technology with a Bachelor of Science in Civil Engineering, Hal has also shared his experience as an adjunct professor at NJIT. His background includes service on his community’s planning board, adding a public-sector perspective to his consulting work.
Hal’s son Ben represents the third generation of the family’s engineering practice. A professional engineer and a 2013 graduate of Columbia University, his expertise includes traffic engineering, bicycle infrastructure, and traffic signal design.
Ben’s experience includes work with the New York City Department of Transportation and Department of Design and Construction, with a focus on traffic engineering, bicycle infrastructure, and street design.
He has contributed to projects including the Brooklyn Waterfront Greenway, Connecticut’s Safe Routes to School program, the Unionport Bridge replacement, the Westport Master Plan, and the redesign of the full length of Arthur Kill Road on Staten Island. His work spans environmental analysis, geometric street design, and traffic signal design, connecting broader planning goals with the details that shape how streets function for everyone who uses them.
